Establishes the Law Enforcement Officers and Fire Fighters Death Benefits Trust Fund with an initial appropriation of $200,000.00, funded by the state treasury and managed by the Department of Public Safety.

Provides $100,000.00 death benefits to beneficiaries of law enforcement officers and firefighters killed or fatally injured in the line of duty, with payment distributed according to designated beneficiary, surviving spouse and children, parents, or estate.

Creates the Uninsured Motorist Identification Fund to collect civil penalties ($300-$500) from uninsured motorists, with excess funds split between the Motor Vehicle Ad Valorem Tax Reduction Fund and Mississippi Trauma Care Systems Fund.

Adds state assessments of $0.50 to the Law Enforcement Officers and Fire Fighters Death Benefits Trust Fund from traffic violations, implied consent law violations, game and fish violations, misdemeanors, and felonies.

Directs the State Fiscal Officer to transfer funds from the Uninsured Motorist Identification Fund to the Death Benefits Trust Fund if the latter becomes insufficient, and establishes procedures for collecting and depositing all state assessments on a monthly basis.
