Amends Section 97-13-35 to clarify that voting in a runoff election of one party after voting in the first primary of another party in the same election cycle is illegal and constitutes a misdemeanor.

Establishes penalties of up to $200 fine, up to six months in county jail, or both for voters who violate the clarified runoff voting restriction.

Repeals Section 23-15-575, which previously prohibited participation in a primary unless the voter intended to support the party's nominations.

Takes effect July 1, 2015.
