Allows Mississippi Highway Safety Patrol officers to engage in nongovernmental secondary employment that does not conflict with primary duties or discredit the agency.

Commissioner of Public Safety must evaluate and approve secondary employment requests, with authority to deny requests that constitute conflicts of interest, interfere with primary duties, or involve debt collection, repossession, bail bonding, private investigation, or adult entertainment.

Prohibits secondary employment that requires testifying against other law enforcement agencies in court proceedings and restricts employment at establishments where alcohol sales are the primary business unless incidental to main operations.

Requires Highway Safety Patrol members to obtain prior written approval from the Commissioner before engaging in secondary police employment and prohibits use of state-issued uniforms, vehicles, firearms, or equipment for approved secondary employment.

Private employers seeking to hire patrol officers for off-duty work must submit detailed requests to the appropriate troop commander, including employer information, job duties, employment dates, and acknowledgment that employment records will be made available upon request.
