Amends Section 67-1-51 of the Mississippi Code to exempt railroad common carriers from the prohibition against selling alcoholic beverages while stopped in counties that have not legalized such sales.

Railroad carriers with on-premises retailer's permits may now sell and serve alcoholic beverages to passengers while stopped in dry counties, whereas other common carriers (such as buses or boats) remain prohibited from doing so.

Other common carriers continue to be permitted to sell alcoholic beverages only while the vehicle is moving through any county, or while stopped in counties that have legalized such sales.

Takes effect July 1, 2015.
