Excludes powdered alcohol from the definition of "alcoholic beverage" and defines powdered alcohol as alcohol processed to powder form that may be ingested or inhaled when mixed with liquid or used with a nebulizer.

Prohibits the manufacture, mixing, processing, sale, possession, import, export, transportation, distribution, warehousing, or storage of powdered alcohol in Mississippi.

Makes powdered alcohol subject to seizure by the Department of Revenue and forfeiture as contraband under state law.

Updates related statutes (Sections 67-1-9, 67-1-17, 67-1-18, 67-1-93, 67-1-95, 67-1-97, and 67-1-99) to include powdered alcohol in forfeiture and seizure procedures.

Takes effect upon passage.
