Authorizes Mississippi residents to obtain distinctive license tags identifying them as supporters of Rosalie Mansion and Gardens in Natchez upon payment of a $30 additional annual fee beyond standard registration costs.

County tax collectors retain $2 of each $30 fee for the county general fund, with the remaining $28 remitted monthly to the Department of Revenue.

Distributes collected fees as follows: $24 to the Mississippi State Society Daughters of the American Revolution for mansion maintenance, $2 to the State Highway Fund, $1 to the Mississippi Burn Care Fund, and $1 to the special fund under Section 27-19-44.2.

Requires surrender of regular license tags upon issuance of distinctive tags and provides up to two license decals that expire concurrent with the vehicle's registration year.

Establishes a $10 replacement fee for lost or stolen distinctive tags, with county tax collectors retaining 5% and the remainder distributed following the standard fee distribution formula.
