Authorizes the issuance of state general obligation bonds not to exceed $3,150,000 to fund construction, furnishing, and equipping of the Mississippi Aviation Museum and Learning Center in Lowndes County.

Creates a special fund designated "2015 Mississippi Aviation Museum and Learning Center Construction Fund" within the State Treasury to receive and disburse bond proceeds for project costs.

Requires proof that private, local, and/or federal funding sources have irrevocably dedicated an amount equal to or greater than the bonds to be issued before any bonds can be issued.

Bonds are general obligations of the State of Mississippi backed by the full faith and credit of the state, with a maximum maturity of 25 years and interest rates not to exceed limits set in Mississippi Code Section 75-17-101.

Expresses legislative intent that the state will attempt to acquire the airplane "Lisa Marie," formerly owned by Elvis Presley, for display at the aviation museum.
