Repeals adoption of Common Core State Standards by the State Board of Education effective July 1, 2015, and adopts California's K-12 math standards and Texas's English Language Arts standards as of January 1, 2010.

Prohibits use of PARCC (Partnership for Assessment of Readiness for College and Careers) or any assessment based on Common Core State Standards; requires immediate initiation of withdrawal from the PARCC consortium.

Requires public hearings in each congressional district, a one-year open comment period, and joint legislative committee approval before any curriculum standards developed outside Mississippi may be adopted or implemented.

Restricts state education entities from sharing personally identifiable student and teacher information with entities outside the state, with commercial entities, or with the federal government except when required by grant conditions with specific written safeguards.

Prohibits expenditure of funds on statewide longitudinal data systems that track students beyond what is necessary for basic administrative needs and academic evaluation; grants Mississippi sole control over curriculum and academic content standards development.
