Creates a special fund in the State Treasury called the "Historic Courthouse Fund" to be administered by the Department of Archives and History for grants to counties for maintenance and restoration of historic courthouses in Mississippi.

Requires counties receiving grants to provide matching funds equal to 25 percent of the grant amount.

Authorizes the Department of Archives and History to solicit and accept donations, gifts, and grants of money and property; the board of trustees may sell donated property and deposit proceeds into the fund.

Allows the Legislature to appropriate, transfer, or otherwise provide additional funds for the Historic Courthouse Fund.

Directs the State Treasurer to invest fund monies as other state funds are invested, with unexpended amounts and interest earnings remaining in the fund at fiscal year-end rather than lapsing to the General Fund; effective July 1, 2015.
