Amends Section 1, Chapter 558, Laws of 2012 to establish a special fund called the "Deepwater Horizon Oil Disaster Fund" for all settlement and damage recovery funds received by Mississippi related to the Deepwater Horizon oil spill.

Requires funds deposited in the Deepwater Horizon Oil Disaster Fund to be appropriated by the Legislature exclusively to the Mississippi Department of Transportation for road maintenance.

Allocates 50% of the fund to the Mississippi Transportation Commission for maintenance of roads of greatest need in the state highway system.

Allocates 50% of the fund to be transferred to counties by the Mississippi Transportation Commission for county highway system maintenance, with each county receiving an equal annual amount.

Becomes effective upon passage.
