Creates the "Evelyn Gandy Fair Pay Act" to discourage wage discrimination against women in employment.

Declares that unlawful employment discrimination in compensation occurs when a discriminatory pay decision is adopted, applied to an individual, or affects an individual through application of such a practice, including each time wages or benefits are paid.

Allows recovery of back pay for up to two years preceding the filing of a discrimination charge where similar or related unlawful compensation practices occurred outside the standard filing period.
