Expands eligibility for the Mississippi Military Family Relief Fund to include members of the Mississippi National Guard and Armed Forces Reserves regardless of mobilization status, removing the previous requirement that they be actively mobilized and deployed under Title 10 USC active duty service.

Removes the requirement that recipients be residents in a Presidential Declared Disaster area, allowing the fund to be used for financial hardships generally.

Maintains the fund as a separate account in the State Treasury under the direction of the military department, with the Adjutant General making grant recommendations to the State Treasurer.

Authorizes the Adjutant General to establish eligibility requirements and grant amounts by rule without a specific deadline.

Takes effect July 1, 2015.
