Creates a special fund in the State Treasury called the "Local Law Enforcement Bullet Proof Vest Matching Grant Fund" to provide state matching funds for bullet proof vest purchases.

Administered by the Division of Public Safety Planning within the Mississippi Department of Public Safety under oversight by the Commissioner of Public Safety.

Eligible only for law enforcement agencies with policies mandating that all on-duty officers wear bullet proof vests.

Fund receives money through legislative appropriations, bequests, donations, and other sources, with unexpended amounts not lapsing at fiscal year-end and investment earnings credited back to the fund.

Takes effect July 1, 2015.
