Repeals the Mississippi Health Care Certificate of Need Law of 1979 (sections 41-7-171 through 41-7-209), eliminating the requirement for certificate of need approval for health care facility projects.

Amends 24 related sections of Mississippi Code to remove references to certificate of need requirements for hospitals, home health agencies, ambulatory surgical facilities, birthing centers, and institutions for the aged or infirm.

Removes certificate of need requirements for critical access hospitals, allowing them to relicense delicensed acute care beds without approval under the eliminated law.

Updates definitions and licensing procedures across multiple health care facility statutes to function without the certificate of need regulatory framework.

Takes effect July 1, 2015.
