Creates the Mississippi River Delta Promise Zone covering 19 counties including Adams, Bolivar, Coahoma, Leflore, Tunica, Warren, Washington, and Yazoo counties

Establishes a rural development initiative to revitalize the Mississippi Delta Region through job creation, increased public/private investment, community development, and improved educational attainment

Requires the Mississippi Development Authority to develop new strategies for economically challenged areas in the Delta Region to increase business activities

Establishes governance by a board composed of representatives from colleges and universities, local governments, development organizations, banking and finance, small businesses, and innovation-focused entities

Administration assigned to the Mississippi Delta Strategic Compact, a 501(c)(3) organization tasked with implementing the 2009 Delta Revitalization Task Force action plan
