Deletes the requirement that all staff positions of the State Personnel Board must be classified as state service employees, allowing the State Personnel Director to appoint staff with greater flexibility.

Maintains that the State Personnel Director must hold a Juris Doctor degree or master's degree in business administration, personnel management, or equivalent, with at least 5 years of relevant experience.

Updates gender-neutral language throughout the statute by changing references from "his" to "or her" regarding the State Personnel Director.

Takes effect July 1, 2015.
