Authorizes county boards of supervisors to hold elections on wine sales at retail food stores upon petition of at least 20% of qualified voters; elections cannot be held more than once every two years.

Adds definition of "retail food store" as a retail establishment open to the public deriving at least 20% of sales from unprepared food and having at least 1,200 square feet of retail floor space.

Creates new "retail food store wine only retailer's permit" allowing holders to sell wine in original sealed and unopened packages not for on-premises consumption, with permits not issued before July 1, 2016, and not within 500 feet of existing package retailers until July 1, 2017.

Sets annual license tax for retail food store wine only retailer's permit at $900.00 per location, plus $225.00 for each $5,000 in purchases exceeding $5,000.

Applies existing package retailer regulations to retail food store wine retailers, including sales hour restrictions (10:00 a.m. to 10:00 p.m.), prohibitions on Sunday and Christmas Day sales, and minimum 50-milliliter package requirements.
