MS HB1151

Amends Mississippi Code sections 19-9-11, 19-9-13, and 21-33-307 to mandate that elections be held on all county and municipal bond issuances.

Removes the provision allowing county bonds to be issued without an election if fewer than 20% of qualified electors (or 1,500, whichever is less) file written protests.

Removes the provision allowing municipal bonds to be issued without an election if fewer than 10% of qualified electors (or 1,500, whichever is less) file written protests.

Requires counties and municipalities to publish notice of bond election intent once weekly for at least three consecutive weeks in newspapers with general circulation, or post at three public places if no local newspaper exists.

Takes effect July 1, 2015.
