Amends Mississippi Code to create a new "charter ship operator's permit" under the local option alcoholic beverage control law.

Permits charter ship operators (common carriers certified for at least 150 passengers or 50 overnight accommodations, operating in Mississippi waters south of the three most southern counties) to serve, monitor, and control alcoholic beverages brought onto their ships by private charter customers.

Prohibits permit holders from selling, charging for, or supplying alcoholic beverages themselves; permit applies only to beverages customers bring aboard, which must be removed at the end of each charter.

Establishes an annual permit fee of $100.00 for charter ship operators.

Effective date: July 1, 2015.
