Amends Section 57-1-301 of the Mississippi Code to expand the definition of "capital improvements" under the local governments capital improvements revolving loan program administered by the Mississippi Development Authority.

Adds municipally owned or operated natural gas producing, generating, transmission and distribution systems to the list of eligible capital improvements, including construction, renovation, upgrades, additions and improvements.

Specifies that natural gas system improvements must be for the purpose of expanding and extending services into additional areas.

Effective July 1, 2015.
