Eliminates four (4) business community members appointed by the local chamber of commerce from the commission, reducing total commission size from 14 to 10 voting members.

Increases mayoral appointments from three (3) to seven (7) members, with staggered initial terms of two (2) years for two members, three (3) years for two members, and four (4) years for three members.

Maintains appointments by the Governor, Lieutenant Governor, and Speaker of the House of Representatives at one (1) member each with four-year initial terms.

Preserves the commission's authority to establish a master plan for road, street, water, sewer and drainage projects funded by the special sales tax, and to monitor municipal compliance with the plan.

Changes all subsequent appointment terms to five (5) years and maintains existing provisions for commission operations, including quorum requirements of six (6) voting members and removal of commissioners for felony conviction or missing three consecutive meetings.
