Amends Mississippi Code Section 11-51-31 to establish maximum limits on appeal bonds required to stay execution of judgments in civil cases during appellate review.

Sets a cap of $25,000,000 on total appeal bonds for all appellants collectively in civil litigation, regardless of the judgment amount.

Limits appeal bonds to $1,000,000 for appellants that qualify as "small businesses" under Mississippi Code Section 57-10-155(a).

Allows courts to require bonds up to the full judgment amount if an appellee proves by preponderance of evidence that an appellant is dissipating assets outside the ordinary course of business to avoid payment.

Effective July 1, 2015, and applies to all judgments entered on or after the effective date regardless of when the civil litigation was filed.
