Enacts the "Uniform Emergency Volunteer Health Care Practitioners Act" to allow licensed health care and veterinary practitioners from other states to volunteer in Mississippi during declared emergencies without obtaining a Mississippi license.

Requires volunteer practitioners to be registered with an approved registration system (such as ESARVHP or Medical Reserve Corps) and establishes that no monetary compensation can be provided.

Permits the State Department of Health to limit, restrict, or regulate volunteer practitioners by duration, geographic area, type, and scope of practice during emergencies; orders issued are exempt from standard rulemaking procedures.

Extends liability protections to volunteer health care providers and emergency assistant coroners/medical examiners, limiting civil damages except in cases of reckless disregard or gross negligence.

Amends multiple health professions licensing statutes (physicians, nurses, dentists, pharmacists, psychologists, veterinarians, etc.) to explicitly permit licensed volunteers to practice within their scope during emergency declarations under this Act.
