Creates new code section 9-19-16 requiring the Commission on Judicial Performance to file a separate formal complaint with The Mississippi Bar when recommending removal or public reprimand of any licensed attorney justice or judge.

Amends section 9-19-17 to clarify that justices or judges who are licensed attorneys may be suspended or disbarred from practicing law in Mississippi.

Modifies bar disciplinary complaint procedures in sections 73-3-309, 73-3-321, 73-3-323, and 73-3-327 to treat complaints filed by the Commission on Judicial Performance the same as other formal complaints, with evidence from judicial performance investigations used in bar disciplinary hearings.

Extends the repeal date of the State Board of Bar Commissioners from December 31, 2015 to December 31, 2021 in section 73-3-403.

Reenacts all provisions creating and governing the State Board of Bar Commissioners and The Mississippi Bar's disciplinary procedures to ensure continued operation through the extended repeal date.
