Creates the Transportation Network Company Act governing ride-sharing services, requiring TNCs to obtain annual permits from the Department of Revenue for $5,000.

Establishes driver and vehicle requirements including criminal background checks, driving history review, minimum insurance of $1,000,000 per accident liability, and prohibits drivers with major violations or certain criminal convictions within 7 years.

Requires TNCs to disclose fare calculation methods, display driver photos and vehicle license plates before rides begin, provide electronic receipts, and implement zero-tolerance drug and alcohol policies with immediate driver suspension upon complaint.

Prohibits street hails and cash payments (electronic payment only), requires nondiscrimination policies based on destination, race, color, national origin, religion, sex, disability, age, or sexual orientation, and mandates wheelchair-accessible service options with a surcharge fund for non-compliant providers.

Excludes TNCs from existing taxicab and motor carrier regulations, maintains one-year record retention for trips and driver files, and restricts passenger data disclosure without consent or legal obligation.
