Counties and municipalities with existing single source contracts as of July 1, 2015, must file a report by December 31, 2015, detailing all vendors, contract costs, expenditures, expiration dates, and terms with the county purchasing clerk

Counties and municipalities are prohibited from entering into new single source contracts after July 1, 2015, except in emergency situations where delay from competitive bidding would be detrimental to the agency's interests

Existing single source contracts as of July 1, 2015, cannot be renewed unless made subject to competitive bidding requirements

State agencies are removed from the single source contract exception under Section 31-7-13, leaving only county and municipal governing authorities eligible for the remaining single source purchasing provisions

The definition of "single source contract" includes any contract for noncompetitive items available from only one source, sole source contracts, contracts exempt from competitive bidding, and contracts where public notice has been eliminated
