Removes exception allowing state agencies to enter single source contracts without competitive bidding; agencies may only use single source contracts after July 1, 2015 in emergency situations where delay would be detrimental to the agency's interests.

Requires all state agencies with existing single source contracts as of July 1, 2015 to file a report with the Legislature by December 31, 2015 detailing vendors, contract costs, expenditures, expiration dates, and contract terms.

Prohibits renewal of single source contracts that existed on July 1, 2015 unless the renewed contract is made subject to competitive bid requirements.

Amends Section 25-53-3 to remove "sole source procurements" from valid procurement methods for information technology equipment and services.

Amends Section 49-27-71 to remove language allowing the department to enter into noncompetitive contracts with state or federal entities for vessel removal.
