Creates the "Intrastate Commerce Improvement Act" to ensure uniform nondiscrimination laws across Mississippi by preventing local variations that could fragment intrastate commerce.

Prohibits counties, municipalities, and other political subdivisions from adopting or enforcing local laws, ordinances, resolutions, rules, or policies that create protected classifications not contained in state law.

Exempts internal employment rules or policies that apply only to employees of a county, municipality, or other political subdivision from the prohibition.

Voids any local law, ordinance, resolution, rule, or policy adopted before the act's effective date that violates the prohibition, except for employee-specific policies.

Takes effect upon passage and includes severability language protecting remaining provisions if any portion is declared invalid.
