Increases the court education and training cost charged in civil cases from $2.00 to $3.00 in chancery, circuit, county, justice, and municipal courts, excluding justice court cases where the amount sued for is less than $15.00.

Requires 50% of collected costs to be deposited into the State Court Education Fund, 25% to the Public Defenders Education Fund, and 25% to the State Prosecutor Education Fund.

Adds the State Defender to the purposes of the chapter to provide education, training, and technical assistance for all public defenders in Mississippi courts.

Effective July 1, 2015.
