Allows motor scooter renters to operate on public roads in or near university municipalities for up to 48 hours without a motorcycle endorsement, provided they hold a valid regular or commercial driver's license.

Motor scooters operated under this exemption are limited to 30 miles per hour and cannot be operated on roads with speed limits exceeding 35 miles per hour.

Grants universities and municipalities the authority to prohibit motor scooter operation on specific roads or highways if deemed necessary for public safety.

Defines "motor scooter" as a two-wheeled vehicle with an operator seat, step-through chassis, and an engine of 50cc or less with 2.7 brake horsepower or less, and classifies motor scooters as motorcycles under state law.

Effective July 1, 2015.
