Authorizes the Mississippi Department of Transportation (MDOT) and Mississippi Highway Safety Patrol (MHSP) to enter into a memorandum of understanding to provide escort services for over-dimensional loads on state highways and federal interstates.

Allows both agencies to assign personnel and equipment on an overtime or extra time basis, with costs reimbursed by the owner or transporter of the dimensional load.

Permits owners or transporters to use local law enforcement agencies instead of state agencies for escort services.

Requires the definition of "over dimensional loads" to be established in MDOT's rules and regulations and prohibits amendment of this definition through the memorandum of understanding.

Does not mandate that agencies enter into a memorandum of understanding.
