Authorizes the Mississippi Department of Transportation and Mississippi Highway Safety Patrol to enter into a memorandum of understanding to escort super over dimensional loads on state highways and federal interstates.

Allows the agencies to assign personnel and equipment on an overtime or extra time basis, with costs reimbursed by the owner or transporter of the load.

Permits owners or transporters to use local law enforcement agencies as an alternative to state agencies for escort services.

Requires super over dimensional loads to be defined in MDOT's rules and regulations, which cannot be amended through the memorandum of understanding.

Does not mandate that the agencies enter into a memorandum of understanding.
