Excludes replacement parts for engines, transmissions, and rear axles from the definition of "motor vehicle" subject to dealer franchise regulations.

Exempts vehicles with a gross vehicle weight rating of 30,000 pounds or more used predominantly in vocational operations (agriculture, construction, mining, etc.) from motor vehicle dealer licensing requirements.

Adds new exemption for persons primarily engaged in the sale or service of farm and utility tractors, forestry equipment, industrial and construction equipment, and related implements and parts.

Defines "Engine Replacement parts Manufacturer or Distributor" and exempts these entities from franchise compensation requirements when manufacturers terminate dealership agreements.

Takes effect July 1, 2015.
