Requires any person who obtains an investigative consumer report or background/medical report about a consumer to provide a copy of each report to the consumer upon request.

Defines "consumer" as a natural individual who has applied for employment, insurance for personal/family/household purposes, or rental of a dwelling unit.

Defines "investigative consumer report" as information about a consumer's character, reputation, personal characteristics, or mode of living, but excludes specific factual credit information obtained directly from creditors or consumer reporting agencies.

Imposes a fine of at least $250 for each report for any person who refuses to provide requested reports to the consumer.

Takes effect July 1, 2015.
