Expands Medicaid eligibility to individuals under 65 years of age who are not pregnant, not enrolled in Medicare, and have income not exceeding 133% of the federal poverty level, as authorized by the Affordable Care Act.

Eligible individuals under the new paragraph (28) shall receive benchmark coverage or benchmark equivalent coverage as defined under Section 1937 of the federal Social Security Act.

The Division of Medicaid shall determine eligibility for individuals covered under the expansion and must redetermine eligibility for all Medicaid categories as required by federal law.

Effective date is July 1, 2015.
