Establishes the Mississippi Second Amendment Task Force to study and recommend improvements to the state's concealed carry weapons laws, with membership including state legislators, law enforcement officials, firearms instructors, crime victims, and veterans affairs representatives.

Task force shall examine whether concealed carry regulations should be modified, including consideration of eliminating licensing requirements, improving prohibited locations lists, and clarifying rules for non-resident license holders.

Task force must review instructional training standards, interstate reciprocity impacts, and best practices from other states that have recently reformed their concealed carry statutes.

Task force shall meet at least four times beginning no later than May 1, 2015, hold open public meetings, and submit a final report of findings to the Legislature by December 31, 2015.

Task force automatically dissolves on January 1, 2016.
