Prohibits possession of open alcoholic beverage, light wine, or beer containers and consumption of these beverages within the passenger compartment of motor vehicles operating on public roads, highways, or highway right-of-ways in Mississippi.

Defines "open container" as any glass, metal, plastic or other container with alcoholic beverage or light wine/beer that has been opened, punctured, cut, or constructed to allow consumption without opening.

Establishes civil penalties of $100 to $200 for violations, classified as a civil violation rather than a criminal offense.

Creates exceptions allowing open containers in: parked house coaches/trailers, vehicles for hire with passengers other than the driver, areas behind the last upright seat or not normally occupied by driver/passengers in vehicles without trunks, and locked glove compartments.

Preempts local ordinances imposing more stringent restrictions on open containers in vehicles and takes effect July 1, 2015.
