Amends Section 99-19-81 of the Mississippi Code to clarify sentencing requirements for habitual offenders convicted of felonies punishable by more than five years imprisonment.

Requires mandatory maximum sentence for offenders with two prior felony or federal crime convictions (also punishable by more than five years imprisonment) arising from separate incidents and resulting in separate sentences of one year or more.

Eliminates possibility of sentence reduction, suspension, parole, or probation for habitual offenders meeting the criteria.

Applies to felonies punishable by more than five years imprisonment, creating a threshold for applicability of habitual offender sentencing provisions.

Takes effect July 1, 2015.
