Amends Section 99-19-81 to apply habitual offender sentencing only to felonies punishable by more than five years imprisonment.

Requires prior convictions to involve felonies or federal crimes punishable by more than five years imprisonment and to have occurred when the person was 18 years of age or older.

Requires that prior sentences of one year or more must have been served in state and/or federal penal institutions.

Adds a 10-year lookback provision: prior felony convictions cannot be used for habitual offender sentencing if more than 10 years have elapsed between completion of the prior sentence and commission of the current offense.

Takes effect July 1, 2015.
