Amends Mississippi Code Section 63-5-47 to allow vehicles transporting commodities to or from terminal or port facilities on the Tombigbee River or Tennessee-Tombigbee Waterway to exceed state weight and size limitations, subject to federal limits.

Requires excess weight movement to occur only from the port or terminal to the first point of processing within the same county where the port or terminal is located.

Mandates the Mississippi Department of Transportation examine road, bridge, and culvert conditions plus vehicle axle configuration before determining allowable excess weight and issuing permits.

Requires vehicle operators to carry the department-issued permit or certified copy at all times while operating under this exemption.

Takes effect July 1, 2015.
