Requires parents or guardians to present a certificate signed by the child's physician (M.D. or D.O.) stating that a required vaccine is medically contraindicated or poses significant risk to the child's health or any household member's health to claim a medical exemption from vaccination.

Medical exemption certificates are valid for one year from the date signed by the physician, unless the certificate indicates a lifelong condition exists.

Establishes that the opinion of the physician who signed the exemption certificate is final and cannot be contradicted or rejected by local health officers or the State Department of Health, and schools must accept valid certificates.

Allows children to enroll in school without completing required vaccinations if they submit a valid exemption certificate or if granted up to 90 days to complete vaccination by the local health officer.

Effective date: July 1, 2015.
