Allows vehicle owners, operators, or drivers who are unable to completely exit a highway due to vehicle obstruction when reaching an inspection station exit lane to bypass that station without penalty, provided they stop at the next inspection station on their planned route.

Applies the bypass provision to vehicles required to stop at inspection stations under Mississippi motor vehicle privilege license tax laws, weight inspection requirements, gasoline tax enforcement, and motor carrier regulations.

Clarifies that bypassing an inspection station under these circumstances does not result in criminal or civil fines, penalties, or violations.

Updates references from "State Tax Commission" to "Department of Revenue" in relevant statutes.

Takes effect July 1, 2015.
