Expands eligibility for enhanced concealed-carry permits to include currently serving members and honorably discharged veterans of the United States Armed Forces, including all active and reserve component branches and National Guard units.

Clarifies the definition of "Armed Services member" in state law to specify which military branches and components qualify, referencing Title 10 United States Code sections 101 and 261.

Allows 18-21 year old applicants to obtain concealed-carry licenses if they are currently serving in or honorably discharged from the United States Armed Forces, with specific reference to all military branches and reserve components.

Permits qualified permit holders (including those with firearms training or military service) to carry concealed weapons in courthouses and certain other locations, except courtrooms during judicial proceedings and designated prohibited areas.

Effective date is July 1, 2015.
