Prohibits operators of moving motor vehicles from writing, sending, or reading text messages using a hand-held mobile telephone

Bans accessing, reading, or posting to social networking sites while operating a moving vehicle

Exempts voice-operated and hands-free devices, as well as emergency, traffic, weather alerts, and navigation-related messages

Establishes a civil penalty of $200 for violations, with no additional state assessments imposed

Repeals Section 63-1-73, which previously prohibited texting while driving only for certain license holders, replacing it with a broader prohibition applying to all drivers
