Prohibits any person from operating a motor vehicle on a public road, street, or highway in Mississippi while using a wireless communication device to send or receive a written message.

Defines "wireless communication device" as any device using commercial mobile service, including cellular telephones and personal digital assistants.

Exempts law enforcement, emergency vehicle drivers, parked vehicles, emergency reporting situations, and certain vehicle technology systems (E911 calls, emergency services communication, vehicle diagnostic systems, navigation systems).

Establishes violation as a misdemeanor punishable by a fine not to exceed $25.00.

Takes effect July 1, 2015.
