Prohibits operating a motor vehicle on a highway while using a hand-held wireless communication device to write, send, read text messages, or access social networking sites.

Establishes violations as civil infractions with a penalty of $25.00 until July 1, 2016, and $100.00 thereafter.

Exempts violations from state assessment fees that would normally be imposed on traffic violations.

Requires the Department of Public Safety to maintain records of citations including the operator's age, race, whether additional violations occurred, and whether there was a crash.

Repeals existing texting while driving restrictions under certain licenses and takes effect July 1, 2015.
