Removes residency requirement in Mississippi, allowing non-residents to adopt in the state if other jurisdictional requirements are met.

Changes home study requirement from mandatory to discretionary, allowing judges to determine if a home study is necessary in adoption proceedings (except those involving relatives or stepparents).

Makes unauthorized disclosure of information from closed adoption hearings or adoption records a misdemeanor punishable by a fine up to $1,000 and/or imprisonment up to one year.

Allows courts to hold persons in civil contempt for disclosing adoption records without authorization, with penalties up to $500 fine and/or 90 days imprisonment.

Takes effect July 1, 2015.
