Reclassifies hydrocodone (alone or in combination with other substances) from Schedule III to Schedule II, removing exemptions for hydrocodone combination products with limited quantities

Adds perampanel to Schedule III depressants and alfaxalone to Schedule IV depressants

Removes provisions that previously allowed up to 300 milligrams of hydrocodone per 100 milliliters or 15 milligrams per dosage unit in Schedule III narcotic drug preparations
