Creates a special "Mississippi Highway Safety Patrol Fund" in the State Treasury to pay for uniforms, automobiles, equipment, and training for Highway Safety Patrol members and Trooper School.

Increases state assessments on traffic violations, implied consent law violations, game and fish violations, and other misdemeanors and felonies by 10% effective July 1, 2015, with funds directed to the new Highway Safety Patrol Fund.

Modifies Section 45-1-23 to specify that assessments collected under Section 99-19-73 must be paid into the State Treasury on the same day funds are collected.

Allocates specific amounts from violation assessments to the Highway Safety Patrol Fund: $8.86 for traffic violations, $2.50 for implied consent violations, $8.90 for game and fish violations, $12.18 for other misdemeanors, and $28.05 for other felonies.

Establishes the fund as a continuing fund not subject to fiscal-year limitations, with unexpended amounts rolling over and interest accruing to the fund; takes effect July 1, 2015.
