Requires state agencies to publish information with Secretary of State, make records available electronically, establish record request procedures with 20-day response times, and submit detailed annual reports to Legislature on record requests and denials

Establishes public records access rights with limited exemptions for personal privacy, law enforcement investigations, and trade secrets; allows agencies to charge reasonable fees for copying and search costs

Requires agencies to hold open meetings with notice and opportunity for public comment; permits executive sessions only for specified reasons (personnel, litigation strategy, security, investigations) with recorded votes and maintained minutes

Mandates agencies to promulgate rules following notice and public comment procedures; requires submission of rules to Legislature with 60-day waiting period before major rules take effect, allowing joint resolution of disapproval
